In mid-December Representative Jackie Toledo announced HB 107. The bill gives officers the ability to pull over a driver for touching their phone regardless of the reason. It is an across the board hands-free ban.
According to The Governors Highway Safety Association, 16 states, D.C., Puerto Rico, Guam and the U.S. Virgin Islands completely prohibit drivers from using hand-held cell phones while driving.

When I was growing up the holidays meant a lot of travel. My family, like 107 million Americans, traveled from Dec. 23 - Jan 1. Having 3 older brothers, it was always a magic trick getting our large family into a car in any kind of timely fashion. We spent Thanksgiving and Christmas with family in Kansas City, about an hour away from home in Topeka. I fondly recall traveling to see the KC plaza lights on Thanksgiving night or falling asleep in the car on the way home from the Christmas Eve party and waking up in my bed on christmas morning.

Video system requirements will soon change for non-emergency transportation (NET) vehicles carrying Medicaid Beneficiaries in Arkansas. NET Contract (IFB 710-18-1025) states the following minimum requirements for video recording in NET vehicles, effective January 1st, 2019.
• HD 720 p camera
• Minimum 45-day playback/viewing (all footage must be retrievable)
• GPS required on camera
• Interior Recording (The camera must be positioned so all passenger activity is recorded)

Electric scooters haven't made it to New York yet. While I was visiting friends in DC I rode a Lime, or maybe it was a Bird. It was a lot of fun, I zipped around for a few minutes, it was very easy to use and control. One issue was that I was unsure where to place it at the end of my ride. Eventually I put it next to a crowded bike rack, but I could see too many scooters getting out of hand. That said, I would use this everyday for my 2.1 mile commute. That may come sooner than later. Fall is my favorite season. Growing up in the midwest it was a welcome break from the heat, bugs, and cold that defined the other seasons. The Call Me Out app was the winning idea developed during a Chevy-sponsored hackathon with students at Wayne State University in Detroit. This app uses recorded messages from the driver's friends and family to deter distracted driving. These audio messages combined with an image of a wagging finger keep the driver focused on the road.
Call Me Out uses the phone's built-in accelerometer and GSP to determine if it picked up whenever speeds increase above 5 MPH.

I’ve written about my own personal experience with the dangers of drowsy driving before. This dangerous epidemic that cannot be ignored. After analyzing dashboard videos from 700 accidents, the AAA Foundation for Traffic Safety found that 9.5% of all crashes involved drowsy driving, based on the portion of time the operators' eyes were closed in the minutes before a crash. This statistic grows to nearly 11% in severe crashes.

In Georgia and South Carolina, drivers can now get a DUI for drowsy driving. Because there is no test to to determine the sleepiness of a driver, it is up to the discretion of the officer whether to cite a DUI. A field test will determine if driver drowsiness is a factor in diminished driving ability.
The NSF's Sleep in America poll found when "driving drowsy, 42 percent of those polled said they become stressed, 32 percent get impatient and 12 percent tend to drive faster."

Earlier this month, U.S. Rep. Josh Gottheimer (D-N.J.) announced a bill that would require automatic notifications of driver violations to school districts as well as school bus companies within 24 hours. This would allow the organizations to take faster actions. The bill was written in response to New Jersey crash in May that killed a teacher and a student.
